Monitoring and Evaluation of AYH Services

 Concepts and definitions of monitoring and evaluation

Monitoring: a systematic continuous collection of data to check on the progress of a program.
Evaluation: is a systematic periodic collection of information about activities, characteristics, and outcomes of the program to make judgments about the program.
Monitoring & Evaluation is the process of data collection and analysis for informing policy, program planning and project management.

The IHP+ M&E Framework classifies indicators into five categories:
Inputs 
Processes
Outputs
Outcomes 
Impact

Performance Tracking Systems

Is measuring performance against set targets by tracking the progress of the implementation and in achieving results
Process monitoring allows for corrective and preventive actions and also for planning and coordination

Major Indicators of AYH programme

Major AYH indicators are:
Teenage pregnancy rate,
 Contraceptive prevalence rate among adolescents 
 Number of facilities that give AYH services
 Mortality rate among adolescents and youth from all causes
 Pregnancy-related mortality rate
 HIV prevalence among adolescents and youth
Adolescents have ever been HIV tested and received result
  Proportion of adolescent pregnancies who received ANC1, ANC4, ANC8 during the current pregnancy
  Adolescent facility delivery
  Number of adolescent girls supplemented with iron folate,
  Number of adolescents and youth referred for services

Performance Measurement methods

1) Continuous (routine) data collection
District Health Information System (DHIS2): provide routine information on monthly bases 
Service Records: provide more detailed information on AYH service 
Records Review – helps to assess quality of documentation and adherence to standards of care
Tally Sheets: helps to summarize number of clients received the service 
Observation – helps to assess provider performance  

II) Periodic data collection
Client exit interviews – assess  user experience  and  satisfaction
Provider interview – used to assess provider 
Simulations of care – to assess provider competence and skills  
III) Planning and reporting
There should be planning at all levels
Joint planning, reporting, supervision, and capacity building training has to be in place
The reporting mechanism of AYH services should follow the standard DHIS2 
The source of reporting data elements of services is from national registration of adolescent and youth
The reporting mechanism of AYH services should follow the standard DHIS2.

SUMMARY

Monitoring & Evaluation is the process of data collection and analysis for informing policy, program planning and project management. 
The indicators for monitoring and evaluation of the quality program are built into the framework of five core sequential domains: 
input, 
processes, 
outputs, 
outcomes, and 
impact.
